AXENS and RTE initiate a preliminary consultation from May 5 to July 5, 2025
AXENS is carrying out a project for a battery cathode active materials (CAM) plant in Saint-Saulve (59). RTE (France’s electricity transmission system operator) is acting as co-project manager for the connection to the national power grid. Named MACARON, this project will be the subject of a preliminary consultation, organized under the auspices of the National Commission for Public Debate (CNDP), from May 5 to July 5, 2025.

At a press conference held on Tuesday April 29th, 2025 at the headquarters of the Valenciennes Métropole Urban Community (CAVM), AXENS formalized the acquisition of land for the MACARON project from the local authority. The Vallourec wasteland, an emblematic site of local industrial history, will host a new activity centered on electric mobility.
Project for a battery cathode active materials plant in Saint-Saulve (59)
By setting up in Saint-Saulve, AXENS aims to create up to 400 direct jobs, by building on a labor pool oriented toward industrial professions.
Ideally located near the Scheldt river and the port of Bruay-Saint-Saulve, the site offers logistical advantages that make it possible to consider a 100% river-based supply and thus, significantly reduce the use of road transport.
Satisfying 3% of the European market by 2030
With the MACARON project set to go into operation in 2028, AXENS aims to produce 28,000 tons of cathode active materials (CAMs) per year. The objective: to meet 3% of European demand by 2030 and contribute to the structuring of the European battery value chain, by developing a strategic link in the Hauts-de-France region.
To carry out this project, AXENS is partnering with the Chinese group Minmetals New Energy Materials, recognized for its expertise in the production of CAMs, essential components of batteries for electric vehicles.
As part of this project, RTE, which is responsible for the electrical connection, plans to connect the plant to the Valenciennes substation by combining part of the existing overhead line and an underground line, that will run over approximately 1 km, using an overhead-underground pylon.
A public consultation to share the project with the territory
Having been announced in the press in the autumn of 2023, the AXENS project can now be presented to the inhabitants and stakeholders of the Valenciennes region. In view of the project's estimated investment of around €500 million, AXENS and RTE have jointly referred the matter to the National Commission for Public Debate (CNDP) in order to benefit from its guidance on public outreach and community engagement.
The CNDP has appointed Mrs. Anne-Marie ROYAL and Mrs. Catherine JACQUART as guarantors of the preliminary consultation. Their mission is to ensure that the public has the opportunity to:
- Access all available information about the project;
- Ask questions to better understand the projects features and implications;
- Receive clear, relevant and well-contextualized answers;
- Provide feedback that will be considered in the consultation report.
The opening public meeting on Tuesday 13th May will be the first meeting of the consultation. All local residents and stakeholders interested in the MACARON project are invited to come and engage with the AXENS and RTE teams.

The structuring of a European battery value chain is a strategic priority and a major industrial challenge, to which AXENS wishes to contribute, by providing its expertise. The public consultation that is beginning today with the residents and local stakeholders of Saint-Saulve and the Valenciennes region, is essential for the AXENS group. The discussion sessions that will shape this consultation, designed in collaboration with the guarantors from the National Commission for Public Debate, are intended to foster connections and enable serious, thoughtful dialogue about the project’s challenges and its impacts for the Valenciennes people.
Valenciennes Métropole was selected by AXENS in November, as the future site of a cathode active materials (CAM) production plant for electric vehicles, to be built on the former Vallourec site.
With enthusiasm, determination, and pride, Valenciennes Métropole is fully mobilized to support AXENS in bringing project MACARON to life. A significant milestone has now been reached, with the signing of a preliminary sales agreement and the launch of a public consultation process led by the National Commission for Public Debate.
This is the first project of its kind and scale secured in the electromobility sector. On behalf of all the elected representatives of Valenciennes Métropole, I am honored by decision taken by AXENS to invest here. It confirms the relevance of our economic diversification strategy and reinforces our position as France’s leading territory for mobility in all its forms.

RTE
RTE, the French electricity transmission system operator, has a public service mission: to guarantee the supply of electricity at all times and with the same quality of service across the national territory thanks to the mobilization of its 10,025 employees. RTE manages electricity flows and the balance between production and consumption in real time.

AXENS et RTE engagent une concertation préalable du 5 mai au 5 juillet 2025
AXENS porte un projet d’usine de matériaux actifs de cathode (CAM) pour batteries à Saint-Saulve (59), RTE (le Réseau de Transport d’Electricité) est co-maitre d’ouvrage pour le raccordement au réseau public de transport d’électricité. Baptisé MACARON, ce projet fera l’objet d’une concertation préalable, organisée sous l’égide de la Commission nationale du débat public (CNDP), du 5 mai au 5 juillet 2025.

À l’occasion d’une conférence de presse organisée ce mardi 29 avril 2025 au siège de la Communauté d’agglomération Valenciennes Métropole (CAVM), AXENS a officialisé l’acquisition du terrain d’implantation du projet MACARON auprès de la collectivité. La friche Vallourec, site emblématique de l’histoire industrielle locale, accueillera une nouvelle activité tournée vers l’électrification des mobilités.
Projet d’usine de matériaux actifs de cathode pour batteries à Saint-Saulve (59)
En s’implantant à Saint-Saulve, AXENS ambitionne de créer jusqu’à 400 emplois directs, en misant sur un bassin d’emploi tourné vers les métiers de l’industrie.
Idéalement situé à proximité de l’Escaut, et du port de Bruay-Saint-Saulve, le site présente des atouts logistiques permettant d’envisager un approvisionnement 100 % fluvial, et ainsi de réduire significativement le recours au transport routier.
Satisfaire 3 % du marché européen à l’horizon 2030
Avec le projet MACARON, dont la mise en service est prévue en 2028, AXENS souhaite produire 28 000 tonnes de matériaux actifs de cathode (CAM) par an. L’objectif : répondre à 3 % de la demande européenne à l’horizon 2030 et contribuer à la structuration de la chaîne de valeur européenne des batteries, en développant un maillon stratégique dans les Hauts-de-France.
Pour mener à bien ce projet, AXENS s’associe au groupe chinois Minmetals New Energy Materials, reconnu pour son expertise dans la production de CAM, composants essentiels des batteries pour véhicules électriques.
Dans le cadre de ce projet, RTE, chargé du raccordement électrique, prévoit de relier l’usine au poste de Valenciennes en combinant, grâce à un pylône aérosouterrain, une partie de ligne aérienne existante et une ligne souterraine à créer sur environ 1 km.
Une concertation publique pour partager le projet avec le territoire
Révélé dans la presse à l’automne 2023, le projet d’AXENS peut désormais être présenté aux habitants et aux acteurs du territoire du Valenciennois. Au regard de l’investissement prévisionnel du projet, estimé à environ 500 millions d’euros, AXENS et RTE ont saisi conjointement la Commission nationale du débat public (CNDP) afin de bénéficier de son accompagnement en matière d’information et de participation du public.
La CNDP a désigné Mesdames Anne-Marie ROYAL et Catherine JACQUART en tant que garantes de la concertation préalable. Elles ont pour mission de garantir au public la possibilité de :
- Consulter l’ensemble des informations disponibles sur le projet ;
- Poser des questions pour mieux appréhender les caractéristiques du projet et d’en comprendre les enjeux ;
- Obtenir des réponses claires, contextualisées et adaptées ;
- Contribuer en émettant un avis qui sera pris en compte dans le bilan de la concertation.
La réunion publique d’ouverture du mardi 13 mai sera le premier rendez-vous de la concertation. Tous les habitants et tous les acteurs du territoire intéressés par le projet MACARON sont invités à venir échanger avec les équipes d’AXENS et de RTE.

La structuration d’une chaîne de valeur européenne des batteries est un enjeu stratégique et un défi industriel majeur, auquel AXENS souhaite contribuer, en apportant son expertise. La concertation publique qui s’ouvre aujourd’hui avec les habitants et les acteurs locaux de Saint-Saulve et du Valenciennois est essentielle pour le groupe AXENS. Les temps d’échange qui vont rythmer cette concertation, imaginés en lien avec les garantes de la Commission nationale du débat public, doivent permettre de nouer des liens et d’échanger avec sérieux et rigueur sur les enjeux du projet et ses impacts pour le Valenciennois.
Notre territoire, celui de Valenciennes Métropole, a été choisi par AXENS en novembre pour l’implantation d’une usine de production de matériaux actifs de cathodes (CAM) pour véhicules électriques sur l’ancien site Vallourec. C’est avec satisfaction, enthousiasme et détermination que Valenciennes Métropole déploie tous ses efforts et apporte tout son soutien à AXENS pour voir se concrétiser le projet MACARON qui franchit aujourd’hui une nouvelle étape, avec la signature d’un compromis de vente et le lancement de la concertation préalable sous l’égide de la Commission nationale du débat publique.
Ce projet est le premier d’une telle ampleur obtenu dans le secteur de l’électromobilité. Au nom des élus de Valenciennes Métropole, je suis particulièrement honoré du choix d’implantation fait par AXENS qui démontre la pertinence de notre stratégie de diversification économique et conforte notre position de territoire n°1 de la mobilité sous toute ses formes.

RTE
RTE, gestionnaire du réseau de transport d’électricité français, assure une mission de service public : garantir l’alimentation en électricité à tout moment et avec la même qualité de service sur le territoire national grâce à la mobilisation de ses 10 025 salariés.
